Question marks over Aberdeenshire's recycling rate

Aberdeenshire Council's claim to have recycled more than a fifth of its household waste in 2001/02 includes the production of stabilised "biowaste" used for landfill restoration from mixed household refuse. The authority admits that the material does not meet all the provisions of a new BSI specification - but only because this requires that only source-separated organic waste should be used.
