Smooth ride continues for waste trading Bill

The Bill that will introduce a regime of tradable landfill allowances continued its passage through the House of Lords in February. The Government faced little serious opposition, but there are continuing rumblings about the lack of any measures to help district and county councils work together under the new regime.
