Beckett spells out opposition to variable waste charging

Charging schemes for household waste should not be introduced "at the present time", Environment Secretary Margaret Beckett told the House of Commons Environmental Audit Committee in February. She also suggested that some 15% of local authorities look set to miss their statutory household waste recycling targets for 2005/06 - though recycling officers believe the proportion is much higher.
