Whitehall guide hints at economic benefits of environmental regulation

Revised guidance to Government Departments and agencies on how to conduct regulatory impact assessments (RIAs) has gone further than before in emphasising the potential economic benefits of environmental regulations. The guidance was greeted by the Environmental Industries Commission as a "major regulatory victory" - although much will depend on its interpretation by policy-makers.
