Agency clamps down on waste offenders in 'fit and proper' shake-up

A radical overhaul of the rules on who is "fit and proper" to hold a waste licence was set out in two Environment Agency consultation papers in February.1 Operators will now face a humiliating review of their status following a conviction - a process likely to embarrass leading landfill operators. Meanwhile, more than 1,000 waste sites are to be freed from the requirement to tie up capital to cover future licence liabilities.
