Government consults on permitting regime for scrap car recyclers

Draft regulations to belatedly implement the EU Directive on end-of-life vehicles (ELVs) were issued by the Government on 7 March.1 The paper proposes a new permitting regime for the sector so as to avoid some of the burdens of the existing waste management licensing system - but the measure may run into trouble because it is not clear that Ministers have the necessary authority in primary legislation.
