EU Ministers divided over liability, cool on bathing water reforms

Debates on two draft Directives on environmental liability and bathing water quality dominated the EU Environment Council on 4 March - with Ministers deeply split on the former but generally unenthusiastic about the latter. There were also deep divisions over the impending resumption of the EU's approval process for genetically modified organisms.
