Regional planning bodies in England are producing huge estimates of the number of waste management facilities that will be needed to fulfil their new regional waste strategies. Many are proposing tougher recycling and recovery targets than those set by the Government - a policy seen by some in the waste industry as an unrealistic diversion from the "real" task of meeting landfill Directive targets.
