Industry and environmental groups have clashed over whether the UK should use the EU emissions trading scheme to go beyond its legally binding target under the Kyoto Protocol. It is also becoming clear that the Government's plan to let many sectors opt out of the EU scheme until 2008 is far from in the bag.
