Slow start on halon phase-out
The phase-out of ozone-depleting halons in fire-fighting equipment has made a faltering start. A new destruction plant is opening, but without a Government-backed campaign substantial quantities of halons seem likely to remain in use - breaching EU legislation which requires decommissioning by the end of 2003.
