Abstraction, efficiency take centre stage in Lords' debate on Water Bill
The Government's plans to reform the abstraction licensing system and efforts to introduce water efficiency duties on abstractors and users were the dominant environmental themes during the Water Bill's Committee stage in the House of Lords. Ministers look set to make some concessions on water efficiency and water resource planning - but are otherwise sticking to their guns in the face of pressure from abstractors.
