Farmers face up to controls on waste burning, spreading and dumping

Regulations to bring agricultural waste under normal controls have been delayed yet again, with a consultation paper now planned for September in advance of legislation early in 2004. The Government's Agricultural Waste Stakeholders' Forum is examining the scope of the proposed controls, under which farmers will have to meet agreed operational criteria on the spreading or burning of wastes in order to qualify for exemptions from site licensing.
