Road charging plan for lorries misses chance for CO<SUB>2</SUB> savings
Government plans for a satellite-based system to charge lorries for the use of the road network by 2006 moved further forward in May.1 The Treasury intends to offset the charge with a lower rate of fuel duty for hauliers - missing the opportunity to reduce CO2 emissions by cutting vehicle excise duty instead.
