Ministers act on Kyoto ratification, debate liability proposal

EU Environment Ministers agreed in March to ratify the Kyoto Protocol on greenhouse gases by 1 June - though only after deferring resolution of a problem with the EU's "burden sharing agreement" to 2006. A public debate on the European Commission's proposed Directive on environmental liability indicated widespread opposition to the inclusion of a "permit compliance" defence for polluters.
