Ineos Fluor - real emission savings or "hot air"?

Last month, ENDS suggested that three chemical firms had been allowed to enter substantial "hot air" reductions into the UK's new emissions trading market. However, Environment Secretary Margaret Beckett insists that the scheme "has not paid for emissions reductions which were required by regulation anyway" (see main article).
