Waste fuels form centrepiece of cement firms' IPPC applications

Rugby and Castle Cement are planning to burn waste in kilns at four sites as the centrepiece of "improvement programmes" under integrated pollution prevention and control (IPPC). But both companies, and also Blue Circle, have failed to justify their emissions against the benchmark for the "best available techniques" (BAT) set by the Environment Agency.
