Agency moots SO<SUB>2</SUB> and NO<SUB>x</SUB> trading for large combustion plant

The Environment Agency is developing plans to allow large combustion plant to trade in emissions of sulphur dioxide and nitrogen oxides. However, progress depends on how the Government decides to implement the 2001 EU Directive on large combustion plant and on potential conflicts with other EU legislation.
