DEFRA takes minimalist approach to controls on petrol refuelling

The Government is proposing a negotiated agreement with the oil industry to require most large petrol stations to recover emissions from vehicle refuelling.1 But the Environment Department (DEFRA) is bending over backwards to reduce costs to the industry - and the controls would not be in place until 2010, eight years after a legal deadline set by international agreement.
