Agency to side-step local areas on landfill permitting

The Environment Agency is planning to side-step its local area structure as it steels itself for the enormous task of implementing the EU landfill Directive. A new national centre will process the 1,200 site "conditioning plans" which the Agency expects to receive in July, and three or four centralised teams are to be created to handle the subsequent applications for landfill permits.
