Government plods on with water Bill

The Government has finally announced its conclusions on the consultation on its draft water Bill launched 18 months ago. There will be two major changes to its provisions on water industry regulation, and a new sustainable development duty on water regulator Ofwat. The Government also seems to be wavering about plans to expose abstractors to damage claims in the face of industry opposition.
