Commission outlines legislation on access to environmental justice

A discussion document on widening public access to justice in environmental matters has been published by the European Commission's Environment Directorate.1 The proposals in the paper would clarify the legal standing of members of the public and environmental bodies to challenge acts or omissions by public authorities which contravene environmental law - although the Commission has left it open whether businesses should be exposed to similar proceedings.
