DEFRA takes stock on trading as levy agreement firms face up to risks

Many companies under climate change agreements (CCAs) have not woken up to the potential for emissions trading to insure against the loss of exemption from the climate change levy. Officials are struggling to stimulate demand in the CCA sector, and plans to allow more direct participants and emission reduction projects into the trading scheme are on the back burner.
