Packaging regime fails to boost UK reprocessing

Very little increase in domestic packaging reprocessing capacity has been achieved since the packaging regulations were introduced in 1997, it has emerged. Higher recycling targets have been met largely by exporting material to facilities overseas, and by reprocessors switching to waste packaging feedstock instead of similar material from other sources.
