Prospect cloudy for Kyoto Protocol

Ratification of the Kyoto Protocol on greenhouse gas emissions by the EU and Japan has brought its entry into force a step closer. Its entry into force now hinges on ratification by Russia - but there were signals in June that Russia may join Canada in demanding emission credits for exports of "cleaner energy" such as natural gas before signing up. Their demands may further weaken an already compromised Protocol.
