Household waste recycling: how high should we aim?
A quarter of local authorities expect to miss their statutory recycling targets for 2005/06, according to unpublished research for the Department for Environment, Food and Rural Affairs. Faced with public opposition to incinerators and the prospect of failing to meet landfill Directive targets to divert refuse from landfill, the Cabinet Office has embarked on a major review of municipal waste policy. The review is the latest battleground for supporters of recycling and incineration, with Friends of the Earth claiming that household waste recycling rates of 60% or more are achievable.
