Thames' leakage crisis wrecks national targets

The steady decline in leakage from water company mains came to an end last year. Industry regulator Ofwat has reported a 5% increase in leakage, due almost entirely to Thames Water's failure to understand and control leaks in London. Meanwhile, the Environment Agency has expressed reservations about the current method of setting leakage targets based on economic levels.
