DEFRA plays for time on large combustion plant Directive

The Environment Department has deferred a decision on whether to use a "national plan" to implement the revised 1980 EU Directive on large combustion plant. The costs of this approach have shot up after the European Commission challenged DEFRA's plans to count plant closures towards delivery of national emissions targets. Moreover, a national plan may fail to reduce emissions sufficiently to meet the UK's international obligations.
