Any tax on aviation fuel to reflect the costs of global warming will be swamped by a dramatic fall in air fares over the next 30 years, according to the Department for Transport.1 The DfT is consulting on options for a massive expansion in the UK's airport capacity - although plans for a third runway at Heathrow may require radical measures to avoid breaching EU air quality limits.
