New access to information rules stymied by lack of appeal route

Proposals for a significantly more liberal regime on public access to environmental information were published in July by the Department for Environment, Food and Rural Affairs.1 However, the new rules will only have real force when applicants are able to appeal to the Information Commissioner - and the Government is procrastinating on this key issue by declining to set a start date for the Commissioner to take on that key function.
