Fewer than one-third of the companies which have applied for an integrated pollution prevention and control (IPPC) permit have yet received one - with some firms in the paper and cement sectors waiting more than a year. The environment agencies are working to improve the quality of applications - one factor behind the backlog - as they face up to tackling the organic chemicals sector next year.
