Oil industry opposes voluntary approach to petrol vapour controls

The Government's plans to introduce controls on emissions of petrol vapours during vehicle refuelling by means of a negotiated agreement with industry appear to be in trouble. Both the major oil companies and one of two trade bodies representing independent petrol retailers have come out against the idea and want legislation instead.
