Ministers agree packaging rules, set sights on emissions trading Directive

Legislation on an EU emissions trading scheme for greenhouse gases is taking shape despite its late removal from the Environment Council's agenda for 17 October. Instead, Ministers agreed three measures on packaging waste, major accident hazards and trade in genetically modified organisms, and set out how they want the commitments made at the World Summit on Sustainable Development implemented within the EU. But agreement on an environmental liability Directive and measures to enable the EU to lift its informal moratorium on GM products has slipped into next year.
