Agency side-steps IPC failings behind Byker fiasco
An Environment Agency investigation into the Byker ash fiasco has called for an official review of the waste management "duty of care" regime, the inadequacy of which is identified as a contributory factor. Remarkably, however, the report fails to address regulators' failure to maintain oversight of ash management using their powers under integrated pollution control (IPC).
