Bill ushers in tradable landfill allowances for councils
Legislation to impose annual limits on the amount of municipal biodegradable waste which local authorities can send to landfill was introduced in the House of Lords in November, with powers to allow trading in landfill "allowances" between councils.1 The Bill also paves the way for statutory municipal waste strategies in Wales, but, despite previous commitments, not in England. The legislation will also introduce statutory penalties under the UK's greenhouse gas emissions trading scheme.
