A policy mix short on delivery
Never in the history of British environmental policy have there been so many stakeholder fora, advisory committees, policy commissions and the like, or such a stream of consultation papers and strategies. There is much to commend this New Labour inclusiveness. But for all that there is now developing a yawning gap - and, as in other policy areas, it goes by the name of delivery.
