Can DEFRA deliver on the findings of the waste review?

The Government must act now to reduce waste growth and set targets to increase household waste recycling to 45% by 2015 if it is to meet EU landfill targets, according to the Strategy Unit's policy review.1 The Chancellor has already accepted the Unit's proposals to triple landfill tax and transfer two-thirds of the tax credits to a public expenditure programme. However, the package puts faith in the ability of the Waste and Resources Action Programme to deliver on both waste reduction and recycling - and on the local authority sector and its Whitehall paymasters to develop unspecified new delivery mechanisms.
