Planning Bill faces 'democratic deficit' charge

The first major Bill in more than a decade to reform the planning system in England and Wales was introduced in the House of Commons on 4 December. The Government has promised that it will pave the way to "more streamlined, certain and flexible" planning decisions - but businesses doubt it, and environmental and local government interests believe it will set up a more remote and less accountable system.
