Agency finalises risk-based charging under PPC

The Environment Agency has finalised its plans to link permit charges to its "EP OPRA" operator risk appraisal scheme. The final package has been tweaked to give a wider range of charges so as to increase costs to operators with problematic or complex sites. The system also gives greater weighting to operator performance than had been proposed.
