Regulators seek halt to land spreading of "soil-making material"

Public complaints have prompted the Environment Agency to ask Greater Manchester Waste to stop spreading "soil-making material" derived from household waste on former landfill sites because it now regards the material as "waste". But GMW intends to carry on, claiming the material is a "product" and exempt from waste controls.
