Scots water industry faces contest between water bills and investment

A consultation on levels of investment by the water industry over the four years from 2002 was launched by the Scottish Executive on 12 January. 1 The paper suggests that the industry will struggle to achieve consistent compliance with legal standards for drinking water and environmental quality and will merely prevent further deterioration of its assets at the level of spending provisionally favoured by Ministers - who are under pressure from a campaign against higher water bills.
