9 out of 10 councils have LA21 strategies
357 of the 384 local authorities in England had a Local Agenda 21 strategy in place by the end of last year, according to a new survey by the Department of the Environment, Transport and the Regions. Where authorities failed to produce a strategy, the main reasons given were a lack of resources, or lack of senior or political commitment.
