Counting the costs of regulating new chemicals
The focus of the Commission's White Paper is very much on dealing with the so-called "burden of the past" - the tens of thousands of chemicals on the market before 1981, when a pre-market testing and notification was introduced for new substances. But there were also some proposals to lighten the regulatory load on new substances - though the chemical industry is looking for even more concessions.
