Modest EC proposal on energy efficiency in buildings

A draft Directive on energy efficiency in buildings were published by the European Commission in May.1 The Commission believes that almost a quarter of energy used in buildings could be saved using cost-effective measures by 2010 - but the proposal lacks mandatory measures to achieve that potential.
