Whitehall restructuring sidelines environment

The Prime Minister's decision to create a new Department of Environment, Food and Rural Affairs has triggered serious concern that environmental policy has been downgraded in the Whitehall pecking order. Meanwhile, the Government is embarking on a review of energy policy and reform of the planning system - the latter at a time when the environment and planning fall under different Secretaries of State for the first time in three decades.
