Small generators left reeling by NETA

Imbalance penalties being imposed on CHP and intermittent renewables generators are exceeding the benefits of exemption from the climate change levy. An official report into the problems faced by such generators under the new electricity trading arrangements (NETA) will land on the desk of the new Energy Minister Brian Wilson in August - but its scope appears limited.
