Whitehall grapples with PM's "low-carbon, low-waste" agenda

A framework to allow resource productivity to be considered by Treasury policy-makers alongside labour and capital productivity has been drawn up by the Cabinet Office.1 The draft paper will feed into a study requested by the Prime Minister last autumn, which also promises some longer-term thinking on renewable energy. However, a wider review of energy policy, which will also examine a long-term role for nuclear power, was launched at the end of June.
