Strategic assessment Directive reaches the statute book

An EC Directive on strategic environmental assessment (SEA) of plans and programmes has finally made it on to the statute book a decade after informal talks on the measure began. Last-minute changes made at the European Parliament's behest include requirements for post-implementation monitoring of plans and programmes and a duty on Member States to ensure the quality of environmental reports.
