Composting initiatives derailed by controls on foot and mouth, BSE

Local authorities are having to re-examine their strategies on waste composting as they face up to a recent official announcement that compost produced from kitchen and "catering" waste can no longer be applied to land. The Government expects a forthcoming EC Regulation to ease the restrictions - but it looks as if councils will have to invest in costly "in-vessel" composting systems.
