Welsh Assembly proposes ambitious waste targets

Wales should aim to recycle or compost 40% of its municipal waste by 2009/10, according to a consultation on a waste strategy issued by the Welsh Assembly in July.1 Reduction targets for industrial and commercial waste will be set on a "sectoral basis". Councils would meet landfill diversion targets using a permit system but, unlike in England and Scotland, the permits would not be tradable.
