Two-tier regulation takes hold in Scottish water plans

A consultation paper on implementation of the EC water framework Directive in Scotland has opened a window to the likely future of environmental regulation across the UK, with a two-tier system of regulatory controls and single site permits as the highlights. New controls on diffuse pollution and engineering operations affecting the aquatic environment, as well as Scotland's first comprehensive system of controls on water abstraction, are the paper's other key proposals.1
